Ive just rescued a beautiful XL Bully and its only now Im finding out theres not many places, if any, that will insure him. Anyone got any advice on this?

Can anyone help. I have a 5 month 25kg puppy, who will not keep his muzzle on. We started muzzle training not too long ago. He's itching to go for a walk and I'm terrified if I take him out without a muzzle someone will report me. Please advise.
